此經講述釋迦牟尼佛回憶起自己過去世的其中一世：當時身為國師的他發願要成佛，此舉令國王和王子、國師自己的兒子和弟子們以及其他人都深受啟發，眾人皆發願要成佛。此事即為阿彌陀佛、不動佛、觀世音菩薩、文殊師利菩薩以及賢劫千佛等諸佛菩薩之殊勝緣起，同時也成為釋迦牟尼佛殊勝佛行事業的緣由。

這部經經題中的“慈悲白蓮”指的是釋迦牟尼佛，並強調他的殊勝之處——釋迦牟尼佛就像衆花中那朵妙香芬芳、療愈他人的高潔蓮花。他選擇投生於末法時期的五濁惡世之中，其悲心遠比其他諸佛更為廣大。
