本經記敘了佛陀與持戒第一的弟子優波離之間的問答。優波離請佛開示比丘之體性、種類與律儀，以及「比丘」一詞的含義。為利益在場的比丘和一般的比丘眾，世尊宣說比丘之體性為節制，其律儀為持戒，其種類分為持戒真實比丘和無戒無實比丘。世尊進而宣說持戒之利益，敦促比丘眾行護律儀，並警示了身披袈裟卻無視戒律的過患。
